10% DA Announced by Cabinet for 01/01/2014

10 % DA ANNOUNCED
Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.1.2014 
The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2014, in cash, but not before the disbursement of the salary for the month of March 2014 at the rate of 10 percent increase over the existing rate of 90 percent. 

Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 100 percent of the basic with effect from 01.01.2014. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission. 

The combined impact on the exchequer on account of both dearness allowance and dearness relief would be Rs. 11074.80 crore per annum and Rs. 12920.60 crore in the financial year 2014-15 ( i.e. for a period of 14 months from January 2014 to February 2015).

First Post Office Savings Bank ATM

Country's First Post Office Savings Bank ATM  inaugurated by Shri P. Chidambaram, Hon'ble Union Finance Minister, Govt. of India on Thursday the 27th February 2014 at Thyagaraya Nagar Head Post Office, Shivagnanam Road, T'Nagar, Chennai,  Tamilnadu - 600017.

        In order to meet the requirements and needs of the I.T modernization project, Infosys Core banking Solution (CBS) will be implemented across India covering all the Post offices.
       
        Core Banking Solution (CBS) - FINACLE is networking all the Post offices which enable customers to operate their accounts and avail Account related services from any Post offices on CBS network regardless of where he/she maintains his/her account. The customer is no more the customer of a particular Post office. He becomes the Post office Savings Bank (POSB) customer. Thus CBS is a step towards enhancing customer convenience through “Anywhere and Anytime Banking”. As Finacle is integrated to all the banks in course of time, the customer can access any bank account through post office.

        Around Rs.700 crore is earmarked for this Project. Core Banking Solution(CBS) for Post office Savings Bank is being implemented throughout India. As on date, 57 Head Post offices and 11 Sub Post offices have migrated covering 64 lakh accounts.  By 31.03.2014, 700 more Post offices will be covered. All the 26,840 Post offices would be functional in CBS by 2016.

CONFEDERATION DECIDES TO GO FOR NATIONWIDE INDEFINITE STRIKE IN THE MONTH OF JUNE, 2014.

To protest against the total neglect and negative attitude of Central Government in the Budget towards Central Government employees.

Dear Comrade,

The National Secretariat met today.  It reviewed the strike participation on the basis of the reports received from the States and the affiliates.  The meeting noted with appreciation the efforts undertaken by the affiliates and the State leaders in making the stake a grand success.  On the basis of the deliberations, the meeting adopted the enclosed resolution and took the following decisions.

1. To organise 48 hour Dharna on 24th and 25th Feb. 2014 at Delhi against the  attitude of the finance Minister in not conceding the demand for Interim relief and merger of DA etc. , while presenting the Vote on Account. The National leaders along with the active workers of Delhi will participate in the programme.

2. To organise a National Convention at Nagpur on 4th April, 2014 from 11 AM to 5 PM to mobilise the    employees for the task for accomplishment detailed in the enclosed resolution, especially in    the coming general election.

3. The State Committees will organise such conventions in all State Capitals for the same purpose.

4. Campaign meetings will be organised in front of all Central Government offices, where the District level and State level leaders will detail the decisions taken by the National Secretariat.

5. The Confederation National Secretariat will meet in May 2014 and decide upon the indefinite strike      action in pursuance of the 15 point charter of demands to be organised in June, 2014.

6. The Tamilnadu State Committee will be requested to explore the possibilities of organising campaign against Shri P. Chidambaram, Finance Minister in the Constituency from where he would seek election to the Lok Sabha.

7. The State Committees will make arrangements for translating the resolution in vernacular and circulate amongst the mass of the employees.

Interim Budget announcement for Dept of post

All 155,000 post offices will starting working using modern technology by next year, Finance Minister P  Chidambaram said on Monday.

"The IT modernisation project of the Department of Posts with outlay of Rs 4,909 crore (Rs 49.09 billion) will be operational by 2015 in all 1.55 locations," the finance minister said.

The IT modernisation project with this outlay was approved by Cabinet Committee of Economic Affairs in November 2012.

It has to be implemented through eight projects which include core banking system technology, IT based management at post offices, business intelligence system to analyse and project new business opportunity.

The project aims at increasing efficiency, quickening transactions and enhancing transparency at all 1.55 lakh post offices in the country.

Under the project all rural post offices are to be provided with 1,30,000 handheld devices which will come with smart card reader for financial transactions, solar panel for charging it, biometric reader for immediate identification and thermal printer for immediate printing of receipt.

The device will enable post offices to deliver services at the door step of the customer.

The postal department has almost computerised about 25,000 of its departmental post offices but rural post offices will be provided handheld devices for digitalising records.

As per the report received at the Central Head Quarters of the Confederation, near about 13 lakhs Central Government Employees have commenced the two day strike from Midnight of 11th Feb. 2014. For 48 hours. The Strike action will continue upto the midnight of 13th Feb. 2014.  The functioning of the Government in the Postal, Income tax, Civil Accounts, Ground water Board, Botanical Survey of India, and many other organisations have been totally paralysed as in these departments, the offices could not even be opened .   In all other Departments of the Government of India viz. the Printing and Stationery, Indian Audit and Accounts Department, Atomic Energy Commission offices, Custom & Central Excise, Defence Accounts, Indian Bureau of Mines, Geological Survey of India, other Survey of India organisations and offices, Census, the work has been paralysed.
The strike action became necessary due to the refusal of the Government to finalise the terms of reference of the proposed 7th CPC, grant interim relief and merger of DA with pay, inclusion  of Gramin Dak Sewaks within the purview  of the  Pay Commission and scrapping of NPS  and the settlement of the 15 point charter of demands,  The employees are agitated over the action of the Government in getting the PFRDA enacted in the Parliament  with the support of the BJP which contains the provision to bring in the existing employees and pensioners  also within its ambit.
During the last 5 years, Government had been outsourcing various functions to Contractors with the result presently about one third of the workforce of the Government of India is contract labours getting only a pittance of salary.  Lakhs of posts in various Departments of the Government are presently vacant due to the ban on recruitment aggravating the unemployment situation in the country.
The Government has virtually closed down all channels of discussions with the employees by not convening the meetings of the JCM both at the National and Departmental levels.  There had been no avenue for the employees to air their grievances and seek redressal.  Even the awards of the Board of Arbitration which were in favour of employees were allowed to pend implementation for 15 years and are now being brought before the Parliament for rejection invoking the sovereign authority of the legislature.
The incessant rise in the prices of essential commodities has eroded the value of wages fixed in 2006 phenomenally.  The price rise over the years between 2006 and 2014 is estimated to be three times, whereas the DA compensation presently is only 90%.  It has become difficult for the employees especially at the lower levels to meet even the basic requirements of a family life.  The agonising situation arising from the apathy of the Government has given rise to anger and desperation, which has been reflected in their total participation in the strike action.
The reports received from the States indicate  that   the strike was total in Kerala, West Bengal, Assam, Tripura,  Orissa, Andhra Pradesh, Tamilnadu,  Chhattisgarh, Jharkhand, ’Madhya Pradesh, Maharashtra, J&K, HP, Rajasthan, U.P. and more than 90% in the rest of the States.
The National Secretariat of the Confederation is scheduled to meet on 18th Feb. to review and assess the response of the Government.  If the Government continues with its nugatory attitude, the Secretariat will be left with no other alternative but to call upon the employees to go for indefinite strike action before the general election is announced.

Flash News

Govt eyes on approximately 2 and half crore votes of Central government employees and pensioners and their families. Govt is preparing to merge 50 per cent dearness allowance (DA) into the basic pay to attracted approximately 38 lakh employees and 25 lakh pensioners. 

That would be in the next fortnight. If it happen, extra burden would cost of Rs 20,000 crore to the exchequer.
 It may be pressure of employees of Trade Union/AIPEU  threatening of indefinite strike by the central govt. employees with railway employee or it may be trial of attraction of 2.5 crores of voters. Infact D.A. is being merged with basic salary. The Secretary General of the AIRF Mr. Shiva Gopal Mishra who is representing nearly 12 lakh employees says last days, that he had correspondenced with the Prime Minister's Office and the Finance Ministry. He also met with Secretary of expenditure in this connection.

This indicates that it will be announced just after the vote on account of parliament. Press Secretary of National Federation of Indian Railwaymen Mr. S.N. Malik said that the Cabinet note in this regard has become according to PMO sourcese. There is a file lying in the PMO at this time regarding this connection. It will be announced someday next week when Parliament is in session.

केंद्रीय कर्मचाऱ्यांचा ४८ तासांचा देशव्यापी संप

!! केंद्रीय कर्मचाऱ्यांचा ४८ तासांचा देशव्यापी संप !!
                                        १०० % यशस्वी  करा 
आमच्या लढवय्या  कामगार  बंधू  भगिनींनो ,
          सार्वत्रिक निवडणुका  जवळ येताच सातव्या वेतन आयोगाची स्थापना होईल असे सांगून  सरकार शांत बसले  आहे. आयोगाची  प्रत्यक्ष स्थापना अजून झालेली नाही. त्या आयोगासमोर कोणते  विषय ठेवावेत   याबाबत  NATIONAL जे सी म च्या  सदस्यांबरोबर  कॅबिनेट  सेक्रेटरीनी  बैठक  घेतली . पण कामगार संघटनांनी  दिलेली मागण्यांची सनद मान्य आहे  किंवा  नाही  याबाबत  ब्र  हि काढलेला नाही.आता चालू लोकसभेचे  शेवटचे सत्र पुढील  महिन्याच्या  पंधरवड्यात भरत असून  त्यानंतर  संसदेच्या  सार्वत्रिक निवडणुकांची घोषणा होऊन कोणत्याहीक्षणी आचार संहिता लागू होईल आणि त्यानंतर कोणतीही घोषणा 
विद्यमान सरकारला करता येणार नाही. यासाठी या घोषणे अगोदरच म्हणजे फेब्रुवारीच्या दुसऱ्या आठवड्यापर्यंत  सातव्या वेतन आयोगाचे गठन आणि त्यांची विषय पत्रिका घोषित होणे आपल्या दृष्टीने अत्यंत महत्वाचे आहे. नाहीतर नवे सरकार येउन ते स्थिरस्थावर  होईपर्यंत म्हणजे किमान वर्षभर थांबावे लागेल. यासाठी आपल्या पंधरा  मागण्या याच सरकारने मान्य करून ती विषय-सूची वेतन आयोगाची त्वरित स्थापना करून त्यांचाकडे द्यावी. यासाठी सर्व केंद्रीय कर्मचाऱ्यांच्या कॉन्फेडरेशन तर्फे  दोन दिवसांचा - ४८ तासांच्या संपाची हाक देण्यात आली आहे. दि . १२ व १३ फेब्रुवारी या दोन दिवसांचा देशव्यापी संप  करण्याचा निर्णय घेण्यात आला असून तशी नोटीस शासनावर दि. २१. १. २०१४ रोजी बजावण्यात आली आहे. तरी नेहमीच्या जोशात सर्व टपाल कर्मचाऱ्यांनी  हा संप १०० % यशस्वी करा असे आपणांस आव्हान आहे. प्रचारास कोणी येणार आहे याची वाट पाहू नका. संपात सहभागी व्हा. 
                                                   आपल्या मागण्या  
१.   सातव्या वेतनआयोगाच्या विषयसूचीवर पुढील अटींचा समावेश करा. 
     अ. सर्व केंदीय कर्मचारी आणि जी डी  एस  यांना  सध्या  मिळत असलेल्या वेतन, भत्ते व अन्य लाभ जसे           पेन्शन, ग्रच्युइटी  आदींचा विशार करणे 
     ब.  नवी वेतन रचना दि. १. १. २०१४ पासून लागू करणे . 
     क. पंधराव्या लेबर कॉन्फरन्सने १९५७ साली सुचित केल्याप्रमाणे  आणि याबाबत सर्वोच्च न्यायालयाने                  मत व्यक्त केल्यानुसार गरजेवर आधारित किमान वेतनधोरणानुसार दि. १. १. २०१४ पासून सातव्या                वेतन  आयोगाने वेतन व अन्य लाभ ठरविणे.  
     ड.  सर्व केंदीय कर्मचारी आणि जी डी  एस कर्मचाऱ्यांना अंतरिम वाढ [I R] देणे. 
     इ.  महागाई भत्त्याचा काही भाग मूळ  वेतन, पेन्शन, टी आर सी  मध्ये मिळविणे. 
    फ. जे सी म  मध्ये ज्या अनामोलिज  बद्धल प्रश्न चर्चिले गेले. त्यांचे निराकरण करणे. 
    ग.  पूर्वीचे, आता झालेले व पुढे होणारे पेन्शनर/ family पेन्शनर, दि. १. १. २०१४ पासून सरकारी नोकरीत               आलेले  कर्मचारी यांची  पेन्शन, ग्रच्युइटी यात सुधारणा करणे.
    ह.  कर्मचारी आणि पेन्शनर यांना कोणताही मोबदला न घेता वैद्यकीय सेवा पुरविणे. 
२.   यापुढे प्रत्येक पाच वर्षानंतर वेतन पुनर्रचना करणे. 
३. अ. टपाल विभागातील ग्रामीण डाक सेवकांना कायम करून त्यांना सरकारी कर्मचारी म्हणून मान्यता                      देणे. 
     ब.   कॅज्युअल लेबर व रोजंदार कर्मचारी यांना कायम करणे व त्यांच्या वेतनात सुधारणा करणे. 
४.   अनुकंपा धोरणानुसार करावयाच्या नेमणूकांवरील   सर्व बंधने रद्द करणे. 
५.   जे सी म  आणि  अनामोलि समित्यांचे कामकाज सुरु करणे. 
६.   सर्व रिक्त पदे भरणे आणि जेथे आवश्यकता आहे तेथे नवी पदे निर्माण करणे. 
७.   सरकारी खात्यांचे खाजगीकरण, आऊटसोर्सिंग, कंत्राटीपद्धत  बंद करा. 
८.   कौशल्यावर आधारित वेतन देण्याची योजना थांबवा, पी ल बी बोनस योजना लागू करा आणि बोनस               वरील मर्यादा  हटवा. 
९.   ओ टी , नाईट ड्युटी  भत्ता, पोषाखाचे दर यांच्यात सुधारणा करा.
१०. लवादाच्या सर्व निर्णयांची अंमलबजावणी करा.
११. सर्वाना पाच आर्थिक बढत्या द्या. 
१२. पी फ आर डी ए  कायद्याचा पुनर्विचार करा आणि सर्वाना पेन्शन द्या. 
१३. महागाईवर अंकुश आणा आणि शिधावाटप योजनेचा सर्वाना लाभ द्या. 
१४. कर्मचारी संघटनांच्या कार्यकर्त्यांचा छळ थांबवा. 
१५. संपाचा अधिकार  बहाल करा. 

                                            हा  दोन दिवसांचा संप १०० % यशस्वी करा.
