MAKE INDEFINITE STRIKE FROM 6TH MAY-2015 A HISTORIC SUCCESS
The Government of India and Department of Posts is not serious to settle the genuine demands of Postal employees. The common demands of D. A. merger, Interim relief, inclusion of GDS in 7th C.P.C. alongwith other demands have been rejected by the Government of India. The way through which Pay Commission seems to be working is not going to submit its report in the due period and no more benefit is expected to come in the wake of economic policies being pursued by Modi Government.
The genuine and justified demands of all sections of Postal , RMS and GDS employees are lying pending since long and Postal Board does not seem to be serious about the settlement of the same which are creating more difficulties to the employees.
The Postal JCA had submitted a 39 Points Charter of Demands on 1st September, 2014 conveying the grievances of all sections but the Department did not pay any attention to this. Being aggrieved the Postal Joint Council of Action of NFPE, FNPO and GDS unions decided unanimously to start agitational programmes in a phased manner culminating in to an indefinite strike from 6th May, 2015 and served notice to the Department. After receiving notice Department of Posts has convened a meeting on 5th February, 2015. In the mean time Task Force Committee headed by TSR Subramaian constituted as per direction of Prime Minister has submitted its report which has categorically mentioned to divide Department of Post in six holding Companies/Corporations to pave the way for privatization, which is a very disastrous move to destroy this department just like BSNL. The Task Force Committee has also recommended amendment of Indian Post Office Act 1898 to give legality and licenses to Couriers Companies.
After studying Task Force Committee Report PJCA met again and decided to resist the retrograde recommendations of Task Force Committee and further submitted revised Charter of Demands mentioning “No Corporatization and No Privatization in Postal Services” as item no. 1 and previous items as serial No. 2 to 40. Revised 40 points Charter of Demands has been submitted to the Department and discussion will take place between Postal Board and PJCA leaders on 5th Feb 2015. If the Department does not agree to stop such type of move the PJCA will intensify the agitational programmes with full strength.
Now we are facing a very crucial and critical situation. In the wake of economic policies of Central Government entire Central Government employees including Postal employees are facing serious threat for their survival. The question before us is –Are we able to protect our department and our jobs? or Are we going to surrender? The answer is no. We are not going to surrender before these attacks. We will continue to fight against these policies as we have fought earlier on so many occasions
The 145 days strike by Postmen of Pune in 1880, 120 days strike by Postmen of Mumbai in 1920, 25 days historic strike in 1946, 5 days strike in 1960, 1 day strike in 1968 for minimum wages , Bonus Strike of 1974, 1 day strike on 19th September, 1984 for emancipation of GDS (ED) employees, 1993 five days strike,1996 – 4 days strike 1998, 7 days strike 2000 Dec-14 days strike , one day strike on 12.12.12 and two days strike on 12th & 13th February, 2013 are our rich heritage which shows that we have always fought with full enthusiasm and courage and defeated the retrograde and anti working class policies of the Government of India.
So Comrades, NFPE along with PJCA appeals to all of you to intensify the campaign. Form JCA at all levels and popularize the demands among all sections of Postal Employees and get ready for another battle to be launched from 6th May-2015 to save the Postal Department and to save our jobs and defeat the retrograde policies of Central Government and disastrous recommendations of Task Force Committee.
If we fight unitedly. We will win certainly.
This a “Do or Die Battle” for all of us.

7th Pay Commission recommendations likely this year : Jaitley
New Delhi: The recommendations of the 7th Pay Commission on pay revision of the central government employees is expected to be submitted to the government this year, the Lok Sabha was today informed.
Responding to a supplementary, Finance Minister Arun Jaitley said, ”Additional Tencent revenue share for the state being provided by the Centre from this year and the recommendations of the pay commission– that are expected to be made this year– are bound to put additional burden on the fiscal situation.”
“Keeping this in mind, we have opted to extend the deadline from two to three years for attaining the targeted mark of fiscal budgetary deficit,” he said.
Presently, the government’s annual income is around Rs 11.5 lakh crore against the expenditure of around Rs 17.5 lakh crore leaving a budgetary deficit of about Rs 5 lakh crore. – UNI

कामगार मित्रहो,केवळ मौज म्हणून आंदोलनं केली जात नाहीत आणि संप तर जेव्हा कोणताही पर्याय शिल्लक राहत नाही,मालकाचा हेकेखोरपणा वाढत जातो,मालकाच्या चुकीच्या धोरणामुळे जेव्हा कामगार देशोधडीला लागण्याची स्थिती निर्माण होते, जेव्हा कामगारांचे सर्व हक्क पायदळी तुडवून त्याला वेठबिगार बनविण्याचा घाट घातला जातो, मालक चर्चेद्वारा प्रश्न सोडविण्याचे टाळतो किंवा कामगार आणि त्याचा परिवार यांचे जीवन ज्यावर सर्वस्वी अवलंबून आहे तो उद्द्योगच बंद करण्याचा प्रयत्न करतो; त्यावेळी कामगाराला त्याच्या भात्यातील शेवटचे अस्त्र उपसावे लागतेच.कारण त्याच्याकडे दोनच पर्याय असतात.एक म्हणजे मालकाच्या मनमानी पुढे झुकून,येईल त्या परिस्थितीत जगणे अथवा त्याच्या विरोधात प्रखर लढा उभारून लढवय्या प्रमाणे अन्यायाचा सामना करणे.
आज हीच परिस्थिती केंद्रीय कर्मचाऱ्यांवर येऊ घातली आहे.आपला मालक (केंद्र सरकार) आज सर्व सामर्थ्यवान आहे. काहीही ऐकण्यास तयार नाही. प्रत्येक आर्थिक मागणीला नकार घंटाच वाजवली जात आहे.उद्योग धंदे गुंडाळण्याचे अथवा त्यांचे खाजगीकरण करून कामगारांना वाऱ्यावर सोडण्याचे षडयंत्र रचले जात आहे. “अच्छे दिन आयेंगे” म्हणत सत्तेवर आलेले केंद्र सरकार पूर्वीच्या सरकार पेक्षाही कठोरपणे मागील सरकारचीच धोरणे अत्यंत वेगाने हाकीत आहे.कामगार कायद्यात सुधारणा करण्याच्या नावाखाली सध्या कामगारांना सेवा – सुविधा,लाभ मिळत आहेत त्यात कपात करण्याचे अथवा पूर्णत: काढून घेण्याचे धोरण अवलंबित आहे.
केंद्र सरकारने आजवर छुपी असलेली आपली वाघनखे बाहेर काढलेली आहेत.कर्मचारी संघटनांना विचारात न घेता “टपाल” विभागाचे “सहा” कंपन्यांमध्ये रुपांतर करून “टपाल” खात्याचे “खाजगीकरण” करण्याचा घाट घातला आहे.जर “टपाल” खात्याचे “खाजगीकरण” करण्यात आलेच तर आपलणही “बी.एस.एन.एल.” च्या कामगारांप्रमाणे धेशोधडीला लागु हे निर्विवाद सत्य आहे.
आपले माननीय पंतप्रधान श्री.नरेंद्रजी मोदी साहेबांनी सर्व श्रीमंत आणि मध्यम वर्ग लोकांनी गॅस सिलिंडर चे अनुदान घेऊ नये असे जाहीर आवाहन केले आणि उद्या ते सर्व कामगारांना आवाहन करतील की,डी.ए./बोनस घेऊ नका. हे ही लक्षात घ्यायला हवे.
“भू संपादन” कायदा करून हे सरकार भारतातील गरीब शेतकऱ्यांच्या जमिनी बड्या उद्योगपतींच्या घश्यात घालून, गरीब शेतकऱ्यांना धेशोधडीला लावीत आहे.
ही तर गरीब कष्टकरी शेतकरी,कामगार व सर्व केंद्र सरकारी कामगारांना देशोधडीला लावण्याची नांदी आहे.
सन २००४ पासून जे कामगार केंद्र सरकारी सेवेत येतील त्यांना “पेन्शन” मिळणार नाही. सदर “नवीन पेन्शन योजना” कायदा मंजूर करण्यासाठी कॉंग्रेस सरकारला ह्याच
बीजेपी ने संसदेत मदत केली होती हे ही सर्वांनी लक्षात घ्यायला हवे. त्यामुळेच ह्या सरकार विरोधात संघर्ष अटळ आहे.
एन.एफ.पी.ई. आणि एफ.एन.पी.ओ. या दोन्ही संघटनांनी हा संभाव्य धोका लक्षात घेऊन दि. ६ मे २०१५ पासून बेमुदत संप करण्याचा निर्णय घेतला आहे.
तरी सर्व कामगार बंधू – भगिनींनी, केंद्र सरकार च्या समर्थक आणि ज्यांनी कधीच इतर कामगारांसाठी “त्याग” न केलेल्या, कधीच संपात सहभाग न घेणाऱ्या, संप काळात कामावर हजर राहून काम न करता कसल्याही प्रकारची लाज-शरम न बाळगता “दाम” घेणाऱ्या कामगार द्रोहिंच्या अफवांवर विश्वास न ठेवता,कसल्याही आमिषाला बळी न पडता, दि. ६ मे च्या बेमुदत संपात सहभागी होऊन संप यशस्वी करावा. ही विनंती.
कामगार एक जुटीचा विजय असो !आता नाही तर कधीच नाही.

(१) १००% डी.ए.मर्ज करून दि.१ जानेवारी २०१४ पासून ७ वे पे कमिशन लागू करा.
(२) २५% अंतरीम वाढ दि.१ जानेवारी २०१४ पासून द्या.
(३) नवीन पेन्शन योजना रद्द करून,जुनी पेन्शन योजना लागू करा.
(४) अनुकंपा धोरण तत्वाच्या भरतीतील ५% ची अट त्वरीत रद्द करा.
(५) सिस्टीम एडमीन ची वेगळी पदे निर्माण करा.
(६) पोस्टमन आणि एम.टी.एस.ची रिक्त पदे त्वरीत भरा.
(७) पोस्टमन आणि एम.टी.एस. च्या भरतीच्या नियमात संशोधन करून बदल करा.
(८) पोस्टमन आणि एम.टी.एस.ना चांगल्या प्रतीचे गणवेश आणि कीट द्या.
(९) जुने कॉम्पुटर बदलून नवीन घ्या. नेटवर्क आणि बॅंडविथ ची क्षमता वाढवा. CBS & CIS
लागू करताना होणारी छळवणूक त्वरीत थांबवा.
(१०) पोस्टाच्या इमारती आणि स्टाफ क्वार्टर्स च्या दुरुस्ती साठी पुरेसा फंड उपलब्ध करा.
(११) पत्रांच्या डिलिव्हरी साठी च्या २२/०५/१९७९ च्या “टाईम फॅक्टर” मध्ये संशोधन करून बदल
करा.

LTC Claims – Need for observing prescribed procedures

Subject:- LTC Claims – Need for observing prescribed procedures
This Department receives a large number of recommendations for relaxation of some or the other provision of the Central Civil Services (Leave Travel Concession) Rules, 1988, (hereinafter referred to as LTC Rules), in individual cases. It is seen that, in most cases the situation arises are due care had not been exercised by the Government servant and/or the administrative authority in claiming LTC or in examination.
2.The references mainly relate to:
a) Late submission of claims;
b) Booking of air tickets through an agency not authorized by the Government for this purpose;
c)Travel by private vehicles; and
d)Claims for wrong block of years.
3.In this connection it may please be noted that the primary responsibility for ensuring compliance with the rules is that of the Government servant. The of-repeated plea of ignorance of rules cannot be a valid ground for relaxation of rules. At the same time it has also been noticed that the administrative authorities have also shown laxity and due diligence on their part could have prevented such situations from arising.
4.Late Submission of Claim
4.1 In terms of Rules 14 and 15(vi) of LTC Rules, the time limit for submission of LTC claim is :
i) Within three months of completion of return journey, if no advance is drawn;
ii) Within one month of completion of return journey, if advance is drawn.
Powers have been delegated, as under, to the Ministries/Departments to relax these limits with the concurrence of the Financial Advisor.
a) Upto 6 months, if no advance is drawn;
b) Upto 3 months if advance is drawn, provided the Government servant refunds the entire amount of advance (not merely the unutilized portion) within 45 days of completion of return journey.
4.2 As per Rule 12(a) of the “Compendium of Rules on Advances to Government Servants”, it is the responsibility of the Head of Office to effect recovery of advances and also to see that the conditions attached to each advance are fulfilled. The Drawing and Disbursing Officer (DDO) is required to keep a watch on the advances and furnish monthly statements to the AP&AO. In addition, the DDO is also required to adjust all outstanding short term advances at the close of financial year.
5.Booking of air tickets through agents other than Government approved agents
5.1 Government servants travelling by air under LTC are required to book their tickets either directly from the airline or through the approved agencies viz: M/s Balmer Lawrie & Co. Ltd/ M/s Ashok Tours & Travels Ltd/IRCTC. Booking through any other agency is not permissible.
6. Travel by private vehicles.
6.1 As per LTC rules, a Government servant may travel only by vehicles operated by Central/State Government or local bodies or by any corporation in the public sector owned/controlled by Central/State Government. Journey on LTC by taxi, auto-rickshaw etc, are permissible only between places not connected by rail. This is further subject to the condition that these modes operate on a regular basis from point to point with the specific approval of the State Governments/transport authorities concerned and are authorized to ply as public carriers.
7. Claims for wrong block of years
7.1 Whenever a Government servant applies for LTC advance, the administrative authority is required to verify from the service book and certify the entitlement of the Government servant. Cases of the type mentioned in para 2(d) would not arise, if this is properly done.
8. LTC Rules also provide that a government servant who has been granted LTC Advance is required to submit copies of the tickets within 10 days of drawal of advance. The administrative authority can at this stage itself check the date of commencement of journey; whether ticket has been booked direct from airline or through approved agency etc. Any discrepancy can be brought to the notice of the government servant so that he can take remedial action, if needed.
9. Even in cases where advance is not drawn, the Government servant is required to give prior intimation of his intention to avail LTC. The administrative authority can check the details indicated especially w.r.t entitlement. A watch can also be kept to ensure timely submission of claims.
10. All Ministries/Departments are requested to bring the contents to this O.M. to the notice of all concerned. It may also be noted that requests for relaxation of rules shall be considered by this Department only if it is established that the deviation is due to reasons beyond the control of the Government servant and there has been no laxity on the part of the administrative authorities concerned.

However through this communiqué, CHQ takes the privilege to remind some important affairs for the recollection and planning for the programmes of action.
1. Our 30th All India Conference @ Lucknow
The 30th AIC of AIPEU Group ‘C’ is notified for 4th, 5th, 6th, 7th, June 2015 at Baba Saheb Bhimrao Ambedkar Vishva Vidyalaya Lucknow (UP). Several leaders of various unions and from political arena and top bureaucrats of our department are likely to attend to grace the AIC as a colourful symposium.
Apart from such leaders, the delegates and visitors from the nook and corner of our country have to register their participation in this great event in which the deliberation, discussion and finally the decision, all for the welfare of our workers especially to postal employees and in particular to our Postal Group ‘C’.
The notice for 30th AIC and CWC have been published in our website recently. All are requested to go through the agenda and be ready for sharp discussion in the AIC with great enthusiasm.
Please make your travel plan prudently and book tickets well in advance to avoid last minute disappointment. All other information regarding stayal, food, contact person, etc. will be communicated by the Receiption Committee and in turn through CHQ Website.
2. Oral evidence with 7th CPC
On 25.03.2015, all the General Secretaries led by Secretary General, NFPE on the invitation of the 7th CPC met the chairman, 7th CPC and his team at Chatrapathi Shivaji Bhawan, New Delhi. On behalf of P3 CHQ, we effectively presented our cases regarding justification of higher pay scale for PAs, Postmaster Cadre, LSG, HSG-II, HSG I, Issues of PO & RMS Accountants, relevance of creation of system administrator cadre, Care taking allowance to SPMs/PMs are the important things among others.
It is evident that our memorandum to 7th CPC contained all our demands of every cadre and will be taken cognizance by the 7th CPC. The oral evidence before the 7th CPC is a chance to us for reiterating many of our demands in person.
3. Membership verification process: -
The verification of membership for recognition of service Association under CCS (RSA) Rules 1993 is started now by the department. All the affiliates of NFPE including our AIPEU Group ‘C’ have applied for participating in the check off system. Shortly, the department will announce for enrollment of membership to the associations to be empanelled. All our divisional/Branch Secretaries will start the drive to get membership application in the form prescribed by the department from every existing members and forth coming members including new entrants.
The CHQ will issue guide lines and strategies on receipt of new panel of associations released by the department. Our target is to be aimed tall for distinction of past figures. Be ready to win the match and start the net practice right now by motivate our ranks and files and create awareness. Till such time of arrival of new form for enrolment of membership under check off system process to be ordered by the department, the existing procedure of enrolment will be done till 30th April 2015. All Divisional/Branch Secretaries are needed to engage themselves for enrollment of new members now also. This year, we have to do the work twice.
4. Postal JCA – Marching in its struggle path.
As decided by the PJCA comprising NFPE & FNPO federations inclusive of GDS unions of AIPEU-GDS (NFPE) & NUGDS to achieve 40 Charter of Demands the following programme of actions have been completed in a successful manner.
(a) Submission of memorandum to government and to department on 28.08.2014 with mass demonstration in front all offices all over the country.
(b) Mass Dharna in front of all Postal/RMS divisional offices on 24.09.2014.
(c) Five days relay Dharna in front all circle/Regional offices from 27.10.2014 to 31.10.2014.
(d) Massive Parliamentary mach at Jantar Mantar New Delhi on 4th December 2014 in which 15000 Postal employees from all part of the country have participated.
The department had earlier replied for PJCA’s Charter of demands. Subsequently, due to mounting pressure DOP came formward for talks on 05.02.2015 on all our 40 Charter of Demands. PJCA leaders have taken their best efforts on all the 40 Charter of demands especially on “Discussion on the recommendations of the Task force and “Inclusion of Gramin Dak Sevaks in the terms of reference 7th CPC”.
In the back drop of above developments, PJCA meeting was convened on 24.03.2015 to discuss the next course of action and review the minutes of the meeting with Department held on 05.02.2015. The following are the important decisions taken in the meeting.
1. Disagreement was recorded on items No. 1,2,11,12,13,14,15,16,21, 25,27, 30, 31,33,34, 35,36,37, and 40 of PJCA Strike Charter of demand as the progress is not being noticed on all these items. Secretary (P) will be addressed to settle these issues as per the assurance given in meeting on 05.02.2015.
2. Due to some unavoidable circumstances the date of Dharna in front of Dak Bhawan, New Delhi by All India leaders of both Federations is rescheduled as 29th April-2015 instead of 15th April.
3, Notice for Indefinite Strike to be organized from 06th May 2015 will be served to the Secretary, Department of Posts, New Delhi on 06th April-2015. All Circle /Divisional and Branch Secretaries will also submit Strike Notice at all levels by organizing demonstrations in front of all important offices.
4 Campaign programme by All India Leaders of both the Federations and affiliated unions has been finalized and it will be completed between 05th April to 15th April, 2015 to mobilize entire rank and file. All concerned will fix the dates in consultation with Circle leadership and conduct the programme to mobilize maximum employees to participate in Parliament March to be conducted on 28th April 2015 under banner of National Council JCM and to make them ready for the Indefinite strike from 06th May 2015 onwards .
Let we make the indefinite strike a thundering success.
5. Parliament March by National Council staff side organizations.
The staff side organistaion of NC JCM have decided to conduct Parliament March in Delhi on 28.04.2015 insisting 10 points Charter of demands. It is expected the strike date to be announced by the NC JCM leaders on the eve of Parliament march.
As our federation is part and parcel along with Railway, Defence and other Central government Organisations, we are duty bound to attend the Parliament March enmasse. All the circles are requested to represent in the same quantum as like our earlier PJCA Parliament March.
Let we make the Parliament March, a great success by joining hands with Railways & Defence as guided by Confederation of C. G. Employees & workers.
6. Other events/News
(a) The 3rd AIC of AIPSBCOEA at Thekkadi (Kerala) on 14 & 15.03.2015. Com. S. P. Kulkarni PA (SBCO) Kolhapur HO (Maharashtra) & Com. Virendra Tewary PA (SBCO) Lucknow Chowk HPO (Uttar Pradesh) have been elected as president and General Secretary.
(b) Tamilnadu NFPE unions have went on strike for one day on 26.03.2015 through out Tamilnadu Circle.
(c) Our CHQ monthly Journal “Dak Jagriti” is being published from Feb 2015 in the same pattern and stuff of earlier “Bhartiya Post”.
(d) Com. M. Krishnan, Secretary General confederation of C. G. employees of workers & Com. M. Raja have been nominated as members of standing committee NC JCM staff side. The voice of the confederation shall be high and more of our demands will have a place in that highest forum.
7. Quota to CHQ
It is reiterated to ensure the remittance of due quota of 2012-13, 2013-14 & 2015 to CHQ before 30th April 2015 if not already sent. As our 30th AIC is scheduled for June first week, to prepare CHQ Accounts with in time, all concerned are requested to send their dues as early as possible before 30th April 2015. As the AIC work is going on in full swing at CHQ, it is not possible for CHQ to issue notice to all defaulters, the Circle secretaries may please pull up all divisional/Branch secretaries to remit their dues to CHQ within the stipulated time.

6% DA Declared by Cabinet Committee due from 1.1.2015
Release of additional installment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners, due from 1.1.2015
The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its approval to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2015 at the rate of six percent increase over the existing rate of 107 percent.
Hence, Central Government employees as well as pensioners are entitled for DA/DR at the rate of 113 percent of the basic pay with effect from 01.01.2015. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both DA and DR would be of the order of Rs. 6762.24 crore per annum and Rs. 7889.34 crore in the Financial Year 2015-16 ( i.e. for a period of 14 months from January 2015 to February 2016).
This will benefit 48 lakh government employees and 55 lakh pensioners.
